The following  are the advertised vacancies at Kwale County Government as of Oct 2018.
Kwale County Public Service Board wishes to recruit competent and qualified persons to fill the following positions.

Department of Human Resources

1. Senior Human Resource Management officer-Job Group ‘L’ (2 Posts). 

Duties and responsibilities
i. Assisting in the preparation of indents for advertisement.
ii. Taking minutes during committee(s) Board meetings.
iii. Assisting in the coordination of performance management.
iv. Assisting in the assessment of training needs for all cadres of staff.
v. Assisting in the organization of training and capacity development programs.
vi. Development training materials and manuals.
vii. Assisting in the implementation of human resource policies and regulations.
viii. Drafting correspondence for the Board.
ix. Assisting in the implementation on compliance to statutory
requirement and obligations. i.e coordinating, filling of declaration of income Assets and Liabilities and submission to relevant government agencies.

Requirements for appointment
For appointment to this grade, an officer must have:-

(i). Served in the grade of Human Resource Development Office I or in a comparable and relevant position in the Public Service for a minimum period of three (3) years and shown merit and ability as reflected in work performance and results.
ii.Must have a Bachelor degree in Human Resource Management.


2. Assistant Office Administrator II-Job Group ‘J’(1 Post)

Duties and Responsibilities
Duties and responsibilities at this level will entail:-

i. Taking oral dictation.
ii. Word and data processing.
iii. Managing e-offices
iv. Operating office equipment
v. Handling telephone calls and appointments
vi. Attending to visitors/clients
vii. Maintaining office diary and travel itineraries
viii. Establishing and monitoring procedures for record keeping of correspondence and file movements
ix. Maintaining an up to data filing system in the office.
x. Managing office protocol.
xi. Ensuring security of office records, equipments and documents including classifying materials supervising of office cleanliness, managing petty cash and undertaking any other office administrative services duties that may assigned.

Requirements for Appointment

For appointment for this grade, an officer must have:

i. Served in the grade of Assistant Office Administrator II or Office Administrative Assistant I for a minimum period of three (3) years.

ii. Diploma in Secretarial Studies from a Kenya National Examinations Council;
OR
Business Education Single and Group Certificates (BES &GC) from the Kenya National Examinations Council in the following subjects:-
a) Shorthand III (minimum 80w.p.m.)
b) Typewriting III (50w.p.m) Computerized Document Processing III;
c) Office Management III /Office Administration and Management III
d) Business English III /Communications II;
e) Secretarial Duties II;
f) Office Practice II; 
g) Commerce II;

iii) Certificate in Public Relations and Customer Care Course lasting not less than two (2) weeks from the Kenya School of Government or any other government training institution;
iv) Certificate in Computer applications from a recognized institution; 
v) Shown merit and ability as reflected in work performance and results.


3. Clerical officer II –Job Group ‘F’(1 Post)

Duties and Responsibilities

This is the entry and training grade for the Clerical Cadre. Work at this level will be carried out under closed supervision and guidance of a more senior officers and will be subject to regular checks and verification. Officers at this level will be deployed in HRM Unit, general registry, supplies, accounts office or general office service.
Specific duties will include:

I. compiling statistical records; sorting, filing and dispatching 
letters;
II. maintaining an efficient filing system; processing appointments, promotions, discipline, transfer and other related duties in human resource management;
III. computing of financial or statistical records based on routine or special sources of information; preparing payment vouchers;
IV. Compiling data and drafting simple letters.

Requirement for Appointment

For appointment to this grade, a candidate must be in possession of:
i. Kenya Certificate of Secondary Education(KCSE) mean grade C plain or its approved equivalent and
ii. Proficiency in computer application.


DEPARTMENT OF EDUCATION

1. Youth training instructor-fashion and garments making job group ‘H’ (4 posts)
2. Youth training instructor-plumbing Technology job group ‘H’ (1 post)

 ( a)Duties and Responsibilities

 i. Theoretical and practical instruction in the area of specialization and
 ii. General implementation of the curriculum

( b) Requirements for appointments

i. Final craft Certificate (level III) plus three years relevant experience or
ii. Trade test grade one certificate KCSE mean grade D+ five years experience
iii. Diploma in relevant discipline from a recognized institution 
iv. Certificate in computer application from a recognized institution
v. Three years experience as an instructor or technician

DEPARTMENT OF HEALTH SERVICES

I.C.U NURSE - JG "L" (3 POST) -RE-ADVERTISED Job Group L
(3 Posts)


Location – Msambweni County Referral Hospital, Kwale County

Mandatory Requirements for Appointment:

( I) Diploma in Community health nursing (KRCHN;KRN) OR Bachelor of Science in Nursing (BScN) from a recognized Medical Training College or University.
(II) Higher diploma in Critical Care Nursing from a recognized institution
(III) Registered with the Nursing Council of Kenya;
(IV) Valid Practicing License from Nursing Council of Kenya.

Other Requirements

( I) Minimum 2 years’ experience as general nurse
(II) At least a certificate in Computer Application Skills from a recognized Institution.

Duties and Responsibilities include and NOT limited to:

( I) Responds to medical emergencies in all areas in the hospital;
( II) Assessing, coordinating, monitoring and evaluating care of critically ill patients and advocating for them;
(III) Ensuring and maintaining a safe environment for patients and for their safety while on their life saving machines;
(IV) Coordinating with the multidisciplinary team on critical patient care;
( V) Organizing for and coordinating training for staff on critical care and
(VI) Giving education and support to families of critically ill patients.
